On June 6, 2022, at 5:45 P.M. at the Pollock Municipal Building, Mayor Douglas Beavers made a formal dedication of the building as the Jerome F. Scott Municipal Building.  There was an unveiling of a beautiful plaque on the front porch of the building.

Town Council Meeting Minutes

 

The Mayor & Town Council met on said date in a Regular Session at 6 P.M. in the Pollock Municipal Building Council Room, Pollock, La.

The following members were present: Mayor Douglas Beavers, Councilwoman Dee Thorne, Councilman Sheldon Smith, and Councilwoman Misty Kinn. Absent: Councilwoman Cindy Dickey and Councilman Mike Cryer

 

Mayor Beavers called the meeting to order. The Lord’s Prayer was led by Councilwoman Thorne followed by the Pledge of Allegiance led by Councilwoman Kinn.

Mayor Beavers welcomed all guests.

Meeting opened for public comments or questions from anyone in attendance concerning agenda items in accordance with LSA R.S. 42:14. There were no comments.

Motion by Councilman Smith, seconded by Councilwoman Thorne to approve the monthly Meeting Minutes of May 2, 2022, town council meeting. Roll call vote: Yeas 3, Nays 0, Abstain 0, Absent 2. Motion carried.

Town Attorney, Greg Jones, made notice that the town had received an official notice from the Louisiana Secretary of State’s Office that they had received a notice of resignation from Councilman Mike Cryer.

Motion by Councilwoman Dee Thorne, seconded by Councilman Smith to receive the notice and declare a vacancy in the office of Alderman Mike Cryer.  Roll call vote:  Yeas 3, Nays 0, Absent 1, Abstain 0. Motion carried.

 Mayor Beavers made a recommendation to the council to appoint Ms. Kassandra Hooter as Alderwoman to fill the vacancy for the remainder of the term.

Motion by Councilwoman Thorne, seconded by Councilwoman Kinn to appoint Ms. Kassandra Hooter as Alderwoman. Roll Call Vote: Yeas 3, Nays 0, Absent 1, Abstain 0. Motion carried.

At this time, Ms. Hooter took her oath of office administered by Attorney Greg Jones.  Councilwoman Hooter took her place at the town council table.

Motion by Councilwoman Kinn, seconded by Councilman Smith to select The Chronicle as the official journal for the town publication.  Roll call vote:  Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.

A representative with the town’s CPA firm was present.  There was nothing to present but she did make note that the audit was almost complete.

Pan American Engineers representative Spencer Gauthier was present. He told the council that since the last month’s meeting, he had submitted the LGAP and CWEF applications.  

Chief Chris Paul was present. The police department report was presented and reviewed.

The water/sewer department supervisor was present. He reported that the employees had been cutting the right of way through the back side of town.  He also made note that he was acquiring quotes for moving the sludge from the wastewater plant.  The sludge has never been removed and needs to be removed if possible.  He also told the council that they had drained the wastewater pond in town and that the lift station at the town site will be rhino lined. He reported that the clarifier project was complete and that the lift station project would begin soon. There were two minor leaks in town, and they would be repaired as soon as possible. 

Town Attorney Greg Jones was present. He asked the council to review some possible amendments to the zoning ordinance concerning R-1 residence district and “modular homes” to be discussed at a public hearing in July and considered for adoption at the July council meeting.

Attorney Greg Jones presented the report from the zoning commission meeting held on May 17, 2022, on the proposed development on Homer Street.

Motion by Councilwoman Kinn, seconded by Councilman Smith to introduce and set the ordinance for public hearing on July 5, 2022, at 5:45 P.M.  Roll call vote:  Yeas 4, Nays 0, Absent 1, Abstain 0.

Councilwoman Thorne reported on the park project, and the expected start date.   

Mayor Beavers reported that the Grant Parish Library Board had reached out to the town in reference to the floor at the library being in need of repair/replacement. The mayor had been in contact with three flooring companies to get prices and presented them to the council. He asked the council to move forward with the repair since the building belongs to the town and we need to take care of it. 

Motion by Councilman Smith, seconded by Councilwoman Thorne to add the library floor discussion to the agenda. Roll call vote:  Yeas 4, Nays 0, Absent 1, Abstain 0. Motion carried.

Motion by Councilwoman Thorne, seconded by Councilman Smith to have Dolphin Flooring repair and replace the floor at the library since his proposal was the least.  Roll call vote:  Yeas 3, Nays 0, Absent 1, Abstain 1.  Motion carried.

Mayor Beavers recognized Dr. Bruce Craig for his years of service and dedication to the Town of Pollock.  He began his practice in Pollock in February 1977 and the town has been blessed to have him here.  We thank you and appreciate you Dr. Craig.  Enjoy your retirement.  

Dr. Craig thanked the people of the town for supporting him when he first began his practice. He presented the mayor with a painting that Ms. Juanita Beavers, the mayor’s Great Grandmother, had painted and had given Dr. Craig many years ago for his office. 

Motion by Councilwoman Kinn, seconded by Councilman Smith to adjourn. Roll call vote: Yeas 4 Nays 0, Abstain 0, Absent 1. Motion carried. Meeting Adjourned.
