Town Council Meeting Minutes
December 5, 2022
The Town Council met on said date in a Regular Session at 6 P.M. in the Pollock Municipal Building Council Room, Pollock, La.
The following members were present: Councilwoman Dee Thorne, Councilwoman Cindy Dickey, Councilwoman Kasandra Hooter, and Councilman Sheldon Smith. The following were absent: Mayor Douglas Beavers, and Councilwoman Misty Kinn.
Councilwoman Thorne, Mayor Pro-Temp, called the meeting to order. Councilman Smith led the Lord’s Prayer followed by the Pledge of Allegiance.
Councilwoman Thorne welcomed all guests.
Meeting opened for public comments or questions from anyone in attendance concerning agenda items in accordance with LSA R.S. 42:14. There were no comments.
Motion by Councilman Smith, seconded by Councilwoman Dickey to approve the monthly minutes of the November 7, 2022, town council meeting. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
Pan American Engineers representative Spencer Gauthier was present. He presented the LCDBG Policies and Procedures Resolution and the LCDBG Financial Management Resolution.
Motion by Councilwoman Dickey, seconded by Councilwoman Hooter to adopt the Louisiana Community Development Block Grant (LCDBG) Policies and Procedures Resolution. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
Motion by Councilwoman Dickey, seconded by Councilman Smith to adopt the Louisiana Community Development Block Grant (LCDBG) Financial Management and Requisition of Funds Resolution. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
The town’s CPA firm representative, Emily Bourgeois, was present. She reported to the council that the Amended 2022 Budget and the Proposed 2023 Budget were prepared and that the budget would need to be introduced in a public hearing and a special meeting to adopt.
Motion by Councilwoman Hooter, seconded by Councilman Smith to introduce the Amended 2022 Budget. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
Motion by Councilman Smith, seconded by Councilwoman Hooter to introduce the Proposed 2023 Budget. Roll call vote: Yeas 4, nays 0, Abstain 0, Absent 1. Motion carried.
Chief Chris Paul was present. The police department report was reviewed.
The water/sewer department supervisor presented information concerning the digester and other equipment at the wastewater treatment plant that need upgrades/repairs.
Town Attorney, Greg Jones reminded the council that sexual harassment and ethics training should be completed before the end of the year.
Councilwoman Thorne and Mr. Jones both expressed appreciation to Councilwoman Dickey for her service to the town as a council member for the Town of Pollock.
Motion by Councilwoman Hooter, seconded by Councilman Smith to adjourn. Roll call vote: Yeas 4 Nays 0, Abstain 0, Absent 1. Motion carried. Meeting Adjourned.
