Town Council Meeting Minutes
March 6, 2023
The Town Council met on said date in a Regular Session at 6 P.M. in the Pollock Municipal Building Council Room, Pollock, La.
The following members were present: Councilwoman Dee Thorne, Councilwoman Kayden Lamkin, Councilman Sheldon Smith, and Councilman Alan Williams. Absent: Councilwoman Kassandra Hooter
Mayor Beavers called the meeting to order and led the Lord’s Prayer followed by the Pledge of Allegiance led by Councilman Smith.
Mayor Beavers welcomed all guests.
Meeting opened for public comments or questions from anyone in attendance concerning agenda items following LSA R.S. 42:14. There were no comments.
Motion by Councilman Smith, seconded by Councilwoman Lamkin to approve the monthly minutes of February 2023 regular town council meeting. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
Ordinance # 23-0007 Motion by Councilwoman Thorne, seconded by Councilman Williams to adopt and enact Ordinance # 23-0007. Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
Motion by Councilman Smith, seconded by Councilwoman Lamkin to approve the Pollock street lighting agreement between Cleco Power LLC and the Town of Pollock. Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
Motion by Councilman Thorne, seconded by Councilman Smith to approve the Pollock Electric Service Agreement between Cleco Power LLC and the Town of Pollock. Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
Motion by Councilwoman Lamkin, seconded by Councilman Smith to adopt the Resolution to enter into an Electric Service Agreement and a Street Lighting Agreement with Cleco Power LLC under the terms and conditions set forth in the proposed agreements. Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
The town attorney presented information on condemnation proceedings.
Discussion on condemnation proceedings concerning the following addresses: 2060 Circle Oak, 2062 Circle Oak, 2064 Circle Oak, 2066 Circle Oak, 2050 Circle Oak, 2070 Circle Oak, 8032 Ridge St.
Motion by Councilman Smith, seconded by Councilman Williams to proceed with the condemnation proceedings. Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
Pan American Engineers representative was not present.
CPA representative, Emily Bourgeous, was present. There was nothing to present or discuss.
Chris Paul was present. The police department report was reviewed.
Town Attorney, Greg Jones informed the council that sexual harassment and ethics training May 15th Tier III financial reports are due for those elected officials that were on the council previously.
Councilman Williams reported that two street lights are out on the west side of town.
Councilman Smith had questions concerning the hay lease at the airport.
Councilwoman Thorne had a report that she had received a call about the ordinances that were adopted in the February meeting. She reported that she told the individual that they could have attended the public hearing and council meeting if they wanted to address the ordinances. Also, yard of the month recognition will be coming soon.
The Deputy Clerk reported that there is a new town website coming soon and that the website will be very user friendly.
The mayor reported that the town would be helping Ward 8 recreation with the parking lot needs in the form of some white rock being delivered. Mayor Beavers also reported that there is a street sweeper that is available for purchase and that he, along with the town employees have observed the machine in use and that the town would benefit from the purchase of this equipment.
Motion by Councilwoman Thorne, seconded by Councilwoman Lamkin all in favor to add the street sweeper discussion to the agenda. Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
Motion by Councilwoman Thorne, seconded by Councilman Smith to purchase the street sweeper. Yeas 4, Nays 0, Abstain 0, Absent 1
Motion by Councilman Smith seconded by Councilman Williams to adjourn. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried. Meeting Adjourned.
