POLLOCK TOWN COUNCIL MEETING MINUTES

MONDAY, FEBRUARY 4, 2019

 

            The Mayor and Town Council met in the Council Chambers of the Town of Pollock Municipal Building on Monday, February 4, 2019, at 9:00 o’clock in the morning in Pollock, Louisiana.  The following members were present: Mayor Jerome Scott, Councilwoman Dee Thorne, Councilwoman Deborah Tumminello, Councilman Ron Wilkins and Councilman Carroll Cathey and Councilman Randy Estes.

            Mayor Scott called the Meeting to order and led the Pollock Town Council and guests in the Lord’s Prayer, followed by the Pledge of Allegiance.  Mayor Scott welcomed all of those individuals in attendance at the Town Council Meeting.

            Mayor Scott opened the Town Council Meeting to the Public.  Mrs. Gail Wilking, Ball Town Council member, invited everyone to Ball’s Mardi Gras Parade to be held Saturday, February 23, 2019 at 10 AM.

            Meeting open to Town Council:  Councilwoman Thorne asked the Town Council if they would like the Town to join the Grant Chamber of Commerce.  Attorney Jones asked for the Council’s approval to add the Chamber of Commerce item to the Agenda. Motion was made by Councilwoman Thorne to approve adding the one item to the Agenda, seconded by Councilman Cathey. Roll call vote: 5 yeas. Motion carried.

            Motion was made by Councilman Wilkins to approve the Monday, February 4, 2019, Town Council Meeting Minutes, seconded by Councilwoman Thorne. Roll call vote: 5 yeas. Motion carried. Motion was made to approve the Special Meeting Minutes of Thursday, January 17, 2019, by Councilman Estes, seconded by Councilman Cathey. 5 yeas. Motion carried.

            Town Attorney Gregory Jones, Town C.P.A. Mark McKay, and Blue Cross Insurance Representative Clay Cooper took the floor at this time to discuss extending the current group hospitalization, accident, and health insurance for town employees to elected officials, as a result of the effort by the Town Council to provide health insurance for the Chief of Police.  Mr. Cooper stated that as far as Blue Cross is concerned, if coverage is extended, it must cover all elected officials.  Attorney Greg Jones then brought forth proposed Ordinance #02-04-19, that states the current group health insurance policy for town employees will be expanded to include department head officials with the Town of Pollock and the Pollock Police Department.  Motion for Publication of Ordinance #02-04-19 was introduced by Councilwoman Thorne, seconded by Councilman Cathey. 5 yeas. Motion carried. Public hearing to be held on the Ordinance, Monday, March 4, at 9:45 A.M.

            Councilwoman Tumminello presented the Draft copy of the revised Town of Pollock Zoning Code Ordinance.  Motion was made to introduce the draft copy by Councilwoman Tumminello and seconded by Councilman Wilkins. Public Hearing, Monday, March 4 at 8:45 A.M.  5 yeas,. Motion carried.

            Motion was made by Councilman Cathey, seconded by Councilwoman Tumminello to accept the Resolution for Municipal Water Pollution Prevention that is required each year. 5 yeas. Motion carried.

            Pan American Engineers Pete Bruce and Brendon Gaspard gave an up-date on the L.C.D.B.G. project that has been 2 years in the making. Mr. Gaspard introduced a resolution to award the contract to Trek, Inc. as the lowest bidder ($368,491.00). Work on the project will start within 45 to 60 days and is estimated to take 180 days to complete. After a few minutes of discussion, Motion by Councilwoman Tumminello to accept the bid, seconded by Councilman Wilkins. All in favor with 5 yeas. Motion carried.

            C.P.A. Steven McKay stated the 2018 Audit will start tomorrow.

            Chief Paul informed the Town Council that a monthly police report and yearly report were presented and Chief Paul asked if there were any questions. Chief Paul asked for Jody G. O’Bier, II to be hired on as a full time Town of Pollock Police Officer. Motion by Councilwoman Thorne, seconded by Councilman Cathey. All approved with 5 yeas. Motion carried. Council also discussed waiving the 90 day work probation due to Mr. O’Bier working for the Pollock Police Department part-time for the past year. Motion by Councilman Cathey, seconded by Councilwoman Tumminello. 5 yeas. Motion carried.

            Town Clerk Judy Shelton presented the monthly financial report to Mayor Scott and the Town Council.

            Motion was made by Councilwoman Thorne to join the Grant Parish Chamber of Commerce, with a $50 yearly due, Seconded by Councilman Cathey. 5 yeas. Motion carried.

            Motion was made by Councilman Estes to adjourn, seconded by Councilman Cathey. 5 yeas. Motion carried.
