October 2018 Council Meeting

POLLOCK TOWN COUNCIL MEETING MINUTES

MONDAY, OCTOBER 1, 2018

 

            The Mayor and Town Council met in the Council Chambers of the Pollock Municipal Building on Monday, October 1, 2018, at 9:00 a.m. in Pollock, Louisiana.  The following members were present: Mayor Jerome Scott, Councilwoman Sharon Zeh, Councilwoman Deborah Tumminello, Councilman Ron Wilkins, Councilwoman Connie Vanantwerpen and Councilman Randy Estes.

            Mayor Scott called the meeting to order by leading the Pollock Town Council and guests in the Lord’s Prayer, followed by the Pledge of Allegiance.  Mayor Scott welcomed all of those individuals in attendance at the Town Council Meeting.

            Mayor Scott opened the Town Council Meeting to the public.  Mrs. Dee Thorne announced her candidacy for Town of Pollock Town Council and asked for the public’s vote on Election Day, November 6th.

            The meeting was opened to the Town Council. Councilwoman Zeh stated how pleased the First United Methodist Church members were with the new sidewalk the town recently installed in front of the church on Hunter Street.  The contractors did a great job.

            A motion was made by Councilman Wilkins to approve the Pollock Town Council Meeting Minutes of Tuesday, September 4, 2018, seconded by Councilwoman Zeh. Roll call vote: 4 yeas, 0 nays, 0 absent and 1 abstain. Motion carried.

            A motion was made by Councilwoman Vanantwerpen, to accept and officially approve the site plan for the building of a Family Dollar Store within the corporate limits of the Town of Pollock, and issue a building permit for the store.  The motion was seconded by Councilwoman Zeh.  On a roll call vote, there were 5 yeas, 0 nays, with none absent.  The motion carried unanimously.  Mayor Scott stated, “As most everyone in and around Pollock knows, I have worked for more than ten years to locate a general merchandise store in the Town of Pollock.  Today, I am proud to announce that I have negotiated a deal to locate a Family Dollar store in the Town of Pollock.  The people of this town deserve this wonderful addition.  This new Family Dollar Store will not only afford Pollock’s people the convenience of shopping in their own town, but will also bring jobs and sales tax revenue to the Town of Pollock.”    Mr. Alton Thorne stated that he is very proud of the site of the upcoming Family Dollar Store, and of the building permit for the store.  Mayor Scott thanked him for his help and support during the past few years in helping to make this store a reality.

            Town C.P.A., Mr. Steven McKay offered no comments

            Town Engineer, Mr. Bill Dean, stated that the town’s water project at the town’s Industrial Park should begin construction during the middle of January of 2019.  This particular program will be totally funded by the L.C.D.B.G Grant that Mayor Scott got a few months back in the amount of $369,600.

            Town Attorney Gregory Jones asked for an addition to the Agenda (the Pollock Aviation L.L.C. Professional Service Contract). A motion was offered by Councilwoman Vanantwerpen to add the Professional Services Contract to the Agenda, seconded by Councilwoman Zeh. The motion was unanimously carried. Attorney Jones presented and explained the new contract (renewal for a 5 year period) between the Town of Pollock and Pollock Aviation, L.L.C. A motion was made by Councilman Estes to renew the $350.00 per month contract for 5 years, seconded by Councilwoman Vanantwerpen. All of the Town Council voted in favor with 5 yeas, 0 nays, 0 absent.  The motion carried.

            Chief Paul presented the monthly Police Report.  He and Town Attorney Jones discussed the police, town, and fire department responsibilities at the Town of Pollock Airport.

            Town Clerk Judy Shelton presented the monthly financial report to Mayor Scott and the Town Council.

            Mayor Scott presented his report:

(1)    Two PROJECTS UPDATES were presented to the Town Council.  One update included the in-progress projects to be completed during the rest of 2018 and 2019 ($1,350,000.), to improve water and waste water infrastructure and services for the Town of Pollock.  The other updated included the completed projects during this past year 2018 $1,051,085.49). 

(2)   Mayor Scott stated, “As hunting season approaches, I would like to offer a reminder to the public that it is illegal to hunt on or trespass on any property owned by the Town of Pollock.  This includes the property at the Pollock Industrial Park, at the Pollock Airport, or on any other non-public properties owned by the Town of Pollock.  The NO HUNTING OR TRESPASSING on town owned property was printed again in the September 27, 2018 edition of “The Chronicle”.

(3)   The annual ‘BOO IN THE PARK’ will be held on Wednesday evening, October 31, 2018, from 5 o’clock until 7 o’clock in the evening, in LaCroix Park on Hwy. 8 West.  Everyone is encouraged to participate in this annual event.  Treats, fellowship, and even a hay ride. 

(4)   Family Movie Night will be held on Thursday, October 11, 2018, at the amphitheater beside the Pollock Municipal Building, at 7:00 P.M., on Thursday, October 11, 2018.  “The Secret Life of Pets” will be shown.  Free popcorn, candy, and drinks.  Come join our “community family” for plenty of fun!

 

A motion was made by Councilman Estes to adjourn the meeting, seconded by Councilwoman Tumminello. All Town Council voted in favor of the motion with 5 yeas, 0 nays. The motion carried unanimously.
