Town Council Meeting Minutes

November 4, 2021

The Mayor & Town Council met on said date in a Regular Session at 6 P.M. in the Pollock Municipal Building Council Room, Pollock, La. The following members were present:

Mayor Douglas Beavers, Councilwoman Cynthia Dickey, Councilwoman Misty Kinn, Councilman Mike Cryer, and Councilwoman Dee Thorne. Absent: Councilman Carroll Cathey

Mayor Beavers called the meeting to order by leading the "Lord's Prayer", followed by the Pledge of Allegiance led by Councilman Cryer.

Mayor Beavers welcomed guests.

Meeting opened for public comments or questions from anyone in attendance. There were no comments or questions.

Motion by Councilwoman Thorne, seconded by Councilwoman Dickey to approve the monthly Meeting Minutes of October 4,2021 town council meeting. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.

At this time Mayor Beavers brought to the council’s attention, the resignation of Councilman Carroll Cathey, per the notice from the Louisiana Secretary of State’s Office. Mayor Beavers recommended that Mr. Sheldon Smith be appointed to the seat.

Motion by Councilwoman Thorne, seconded by Councilman Cryer to receive the recommendation from the mayor to appoint Mr. Sheldon Smith as town council member to fill the vacancy of Councilman Carroll Cathey. Roll call vote:  Yeas 4, Nays 0. Motion carried.

At this time, Mr. Smith came forward and took his oath of office as administered by Town Attorney, Greg Jones.

A representative from Pan American Engineers gave an update on the town wide asphalt overlay project as substantially complete.

Motion by Councilwoman Dickey, seconded by Councilman Cryer to adopt resolution #11042021 declaring the town wide roadway improvement project, as substantially completed. Roll call vote:  Yeas 5, Nays 0, Absent 0, Abstain, 0. Motion carried.            

 The town public works supervisor, Matt Dezendorf, spoke about the lead and water samples that were sent and approved by the state. The town will not have to resubmit for 3 years. He also answered questions concerning the upcoming water and sewer projects to be partially funded by the ARPA funds received.

Motion by Councilwoman Thorne, seconded by Councilwoman Kinn to add an additional $47,000 to the ARPA funds so that the water and sewer project #021-001 for maintenance and repairs to the sewage treatment clarification screens be completed. Roll call vote:  Yeas 5, Nays, 0 Absent, 0 Abstain 0. Motion carried.

Motion by Councilwoman Kinn, seconded by Councilwoman Dickey to approve the water and sewer project # 021-002 for maintenance and repairs to the lift stations. Roll call vote:  Yeas 5, Nays 0, Absent 0, Abstain 0. Motion carried.

A representative from the town’s CPA firm was present.

Motin by Councilwoman Thorne, seconded by Councilwoman Dickey to introduce for publication an ordinance to amend the operating budget for 2021 and to introduce for publication an amendment for the operating budget for 2022.

Town Attorney, Mr. Greg Jones gave a report on the proclamation/mandate issued by the governor to lift the mask mandate associated with Covid-19 Coronavirus.

Chief Paul’s report was reviewed by the council.

The mayor reminded citizens that the election previously scheduled for October 9, 2021, would be held on November 13, 2021, per the instructions of the Louisiana Secretary of State.

At this time, the Children’s Park committee gave a presentation and made recommendations to the council and the town. There were questions from citizens and council members as well. Councilwoman Dickey and Councilwoman Thorne both acknowledged the help given to this project by Mr. Jeremy Kendrew and Ms. Kassandra Hooter.

Motion by Councilwoman Thorne, seconded by Councilwoman Dickey to move forward with the park project. Roll call vote:  Yeas 5, Nays 0, Absent 0, Abstain 0. Motion carried.

The mayor thanked the committee for all their work. Councilwoman Thorne, Councilwoman Dickey, Mr. Jeremy Kendrew, and Ms. Kassandra Hooter were all instrumental in getting the information for the park project.

Motion by Councilwoman Kinn, seconded by Councilwoman Dickey to adjourn. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried. Meeting Adjourned.
