Town Meeting Minutes
MONDAY, OCTOBER 5, 2020

 

The Mayor & Town Council met on said date in a Regular Session at 9 A.M. in the Pollock Municipal Building Council Room, Pollock, La.  The following members were present: Mayor Deborah Tumminello, Councilwoman Dee Thorne, Councilwoman Misty Kinn, Councilman Ron Wilkins, and Councilman Carroll Cathey.  Absent:  Councilwoman Sharon Zeh.

Mayor Tumminello called Town Meeting to order by leading the “Lord’s Prayer”, followed by the Pledge of Allegiance. Mayor Tumminello welcomed guests.

Motion was made to approve the monthly Meeting Minutes of September 8, 2020 by Councilman Wilkins, seconded by Councilwoman Kinn. Roll call vote: 4 yeas, 0 nays, 1 absent. Motion carried. Motion made by Councilwoman Kinn, seconded by Councilwoman Thorne to approve the Special Town Meeting Minutes of October 1, 2020. Roll call vote: 4 yeas, 0 nays, 1 absent. Motion carried.

Meeting open for Public Comments: Mr. Hale suggested in Honor of Mayor Scott to add his name to the Splash Pad & Amphitheater along with Mrs. Patricia Scott. Council stated they would like to bring this suggestion back up next month. It was a very good idea, cause both of them loved children.

Motion was made by Councilwoman Kinn to appoint Councilman Ron Wilkins as Mayor Pro Tem, motion seconded by Councilwoman Thorne. Roll call vote:  4 yeas, 1 absent. Motion carried.

Zoning Committee met before the Regular Town Monthly Meeting to talk over the recommendation of a variance concerning a manufactured home/ house trailer/mobile home. On 1531 Gene St., a Mobile Home was damaged by a fallen tree during Hurricane Laura. It completely destroyed the mobile home being no fault to the mobile home owners, being an act of God/nature.

Zoning Ordinance states if a mobile home is moved away from this area (not a designated mobile home park) another trailer cannot move in. Due to this being an act of God/nature disaster the Zoning Committee granted a variance for this property owner to be able to move in a mobile home with the understanding of a few stipulations.  Pictures for review by Town Council of the mobile home, mobile home must meet all town codes, and must be inspected by the Code & Ordinance Enforcer. Motion was made by Councilwoman Thorne to recommend the Variance for the trailer/mobile home Ordinance by the Zoning Committee. Motion seconded by Councilwoman Kinn, Roll call vote: 4 yeas, 1 absent.  Motion carried.

A State of Emergency exists within the Town of Pollock and that all Emergency Preparedness Plans and the Parish All Hazard Emergency Operations Plan be activated. State of Emergency plans were approved by Mayor Tumminello and the Town Council.

Attorney Greg Jones introduced Ordinance #          10-05-2020 for Chief of Police Chris Paul an increase in Salary of $600.00 per month. Ordinance #10-05-2020 will be published in our local paper and brought back to November Town Meeting for approval and Adoption. Raise will be retroactive for October when adopted in November. Motion to approve the raise for Chief of Police in the amount of $600 per month by Councilman Cathey, seconded by Councilwoman Kinn. Roll call vote 4 yeas, 1 absent (Zeh). Motion carried.

Pan American, Mr. Pete Bruce: 2020 -2021 L.C.D.B.G. After a very long and in-depth detail discussion on cost and point details. The Town Council decided to TABLE the L.C.D.B.G. until next Town Meeting in November for final decision on how to pursue this grant.

C.P.A. Report, Mr. Steven McKay was unable to attend.

Chief of Police had no report to present. Thanked the Mayor and Town Council for the Salary increase. Still working on estimated cost from storm sites.

Town Clerk Judy Shelton disseminated the monthly Town of Pollock Financial Report.

Councilwoman Kinn stated there will be no BOO IN THE PARK this year due to Covid-19. We will have door to door Trick or Treating. Councilwoman Kinn & Chief Paul are considering some sort of “Safe Zone” notification for people to hang on their door, porch, or mailbox for parents & children to follow along the neighborhoods, which would indicate the homes participating in handing out candy. Councilwoman Kinn also asks that those participating to decorate for Halloween. Please come together as a community for our children.

Mayor’s report: Hopefully Councilwoman Kinn and volunteers will be able to have a Town of Pollock Christmas Parade with the approval the Governor’s Phase of Covid-19. We sure hope we get to have one.

Motion was made to adjourn by Councilwoman Kinn, seconded by Councilwoman Thorne. All in favor, 4 yeas, 1 absent. Motion carried.
