Town of Pollock

This Town Council meeting was an unusual event for Town of Pollock Council Meeting due to the COVID-19 virus Public Gathering Limited Proclamation JBE-2020-33. Only 9 people could attend the meeting live and each placed at a safe distance from each other The Meeting was streamed live on Town of Pollock face book Utility Clerk page. Quorum was met by live attendance of Mayor Scott, Councilwoman Kinn and Councilman Wilkins and via telephone Councilwoman Tumminello and Councilman Cathey. Mayor and Town Council met on said date in a Regular Session at 9 A.M. in the Pollock Municipal Building Council Room, Pollock, Louisiana. The following members were present: Mayor Jerome Scott, Councilwoman Deborah Tumminello (via telephone), Councilman Ron Wilkins, Councilman Carroll Cathey (via telephone) and Councilwoman Misty Kinn. Absent: Dee Thorne.
Mayor Scott called the Town Meeting to order by leading the “Lord’s Prayer”, followed by the Pledge of Allegiance. Mayor Scott welcomed guests.
Motion made by Councilman Wilkins to approve the March 2, 2020, seconded by Councilwoman Kinn. Roll call vote: Yeas 3, Nays 0, Absent 1 (Thorne), Abstain 1 (Cathey). Motion carried.
Meeting open for Public Comments: Telephone line (318-765-3796) was open for calls if anyone watching the live broadcast on face book could call in for public comments. No calls.
Meeting open for Town Council Comments: No comments
Attorney Jones (1) Marshal’s Agreement brought forth to Town Council by Attorney Jones again explaining the IGA Agreement Attorney Jones wrote and present to Town Council and Marshal’s. One of the main concerns is a new constructed access road to the airport property and approval of FAA & LA DOTD for approval for the project and usage of grounds for the course for driving training. Motion by Councilman Cathey (via telephone) to approve presenting the U.S. Marshal’s with the IGA, motion seconded by Councilwoman Kinn. Roll call vote: 4 yeas, 0 nays, 1 absent (Thorne).
(2) Owner of Grant One Stop (Craig McDougald) requesting that a proposition for liquor sales in the Town of Pollock be placed on the ballot for public vote. Statutory authority laying out the procedure may be found at LSA-R.S.26:581 that Mr. McDougald has to follow. He must get a local petition and submit to the Town of Pollock. Then Parish Registrar of Voters must certify each signature on the petition and if the requested numbers of signatures are certified, the Town Council is authorized to place the local option issues on the ballot for the next general election for the town. And then the registered voters of the town would vote upon the local options.
Mayor Scott will made a Proclamation whereas declared by the President of the United States and Louisiana Governor John Bell Edwards due to the outbreak of coronavirus disease (COVID-19) constitutes a national emergency continuing until April 30, 2020 for the safety of all citizens. Mayor Scott declares this emergency for the Town of Pollock’s safety and security of our citizens.
Pan American Engineers were unable to attend.
Town CPA Mr. Steven McKay was unable to attend.
Chief Chris Paul disseminated his monthly police report before the meeting.
Town Clerk Judy Shelton disseminated the monthly Town of Pollock Financial Report.
Mayor Scott’s report: Due to COVID-19 virus the Dogwood Parade and Dogwood Festival has been cancelled this year by the Dogwood Committee. Councilwoman Kin stated due to how long the emergency quarantine stays in effect. We might be able to have a late Easter egg hunt for the children and auction.
Motion made to Adjourn by Councilman Wilkins, seconded by Councilwoman Kinn. All in favor, 4 yeas and 1 absent. Motion carried and meeting adjourned.
