August 2018 Council Meeting

TOWN OF POLLOCK

TOWN MEETING MINUTES

AUGUST 6, 2018 AT 9: A.M.

 

          The Mayor & Town Council met on said date in a Regular Session at 9 A.M. at the Pollock Municipal Building, Pollock, La.  Mayor Jerome Scott, Councilwoman Sharon Zeh, Councilwoman Deborah Tumminello, Councilman Ron Wilkins, Councilwoman Connie Vanantwerpen and Councilman Randy Estes.

          Mayor Jerome Scott called the Meeting to order by leading the “Lord’s Prayer”, followed by the Pledge of Allegiance. Mayor Scott welcomed guests.

          A motion was made to approve the Public Hearing Meeting Minutes and Regular Town Council Meeting Minutes of July 2, 2018, by Councilman Estes, seconded by Councilwoman Vanantwerpen, Roll call vote: 4 yeas 0 nays, 1 abstain (Zeh). Motion carried.

          Meeting open to public: Mayor Scott read a letter from Pastor Eddie Carpenter (was unable to attend) pertaining to the sidewalk in front of the Pollock United Methodist Church on Hunter Street.   The sidewalk will be looked at and Mayor Scott will respond to Bro. Carpenter’s letter.  The sidewalk issue will be placed on next month’s Agenda.

          Meeting open to Council.  No comments.

          A motion to adopt a Resolution giving Mayor 
Scott authorization to apply for a FY 2018/2019 Community Water Enrichment Fund (CWEF) for new automatic flush valves for water lines was made by motion of Councilman Wilkins, seconded by Councilwoman Vanantwerpen. Roll call vote: 5 yeas, 0 nays.  The motion carried.

          A motion to adopt a Resolution giving Mayor Scott authorization to apply for FY 2018/2019 Local Government Assistance Program (LGAP) to purchase a mini excavator was made by Councilman Estes, seconded by Councilwoman Vanantwerpen. Roll call vote: 5 yeas, 0 nays.  The motion carried.

          Pan American Engineer Mr. Bill Dean had no comments.

          Town C.P.A. Steven McKay was unable to attend the Town Council meeting.

          Attorney Greg Jones had no comments.

          Chief of Police Chris Paul informed the Mayor and Town Council of a new law that will go into effect in January, 2019, requiring that even part-time police officers MUST be post certified.  They must attend and pass the academy.     

          Town Clerk Judy Shelton disseminated the monthly Town of Pollock Financial Report.

          Mayor’s Report: (1) September Town Council Meeting will be held on the first Tuesday, September 4th, due to Labor Day falling on the first Monday. (2) Family Movie Night was very nice with a large crowd. Plans are already in the making for the next Family Movie Night. (3) The annual 4th of July fireworks display was absolutely beautiful----with double the usual amount of fireworks.  It was the largest and best ever. (5) The Town of Pollock Splash Pad has been open one year.  It is one of the best ideas ever in the Town of Pollock.  It is utilized by the kiddos and adults as well.   (6) Mayor Scott wished all candidates good luck in the upcoming election to be held on November 6th.  He stated, “I am unopposed again this term and for that I am honored and humbled at the trust the good citizens of Pollock have placed in me.  This term makes me the longest serving mayor in the history of Pollock.  I have always worked diligently to make Pollock a great place to live.  I will continue to work just as hard for our citizens and for the good of our great town.  We have no debts, the cheapest water rates in the state, and no property taxes.  Our garbage pickup continues to be free, we have money in the bank, and we have little to no crime in Pollock.  What a great place to live!”

                    A motion was made to adjourn by Councilwoman Zeh, seconded by Councilwoman Tumminello. On a roll call vote: all in favor, 5 yeas 0 nays.  The motion carried.

In the Name and By the Authority of the Town Council

MOTION BY Councilman Estes, seconded by Councilwoman Zeh and carried to adopt the following Resolution:

RESOLUTION

A RESOLUTION TO APPLY FOR LGAP

WHEREAS the Town of Pollock has been informed that the State of Louisiana, Division of Administration, Office of Community Development will be accepting applications for the FY 18/19 Local Government Assistance Program (LGAP), which provides funds to local governments to utilize for needed infrastructure and long-term capital improvements in rural areas;

WHEREAS the deadline for submission of applications for LGAP is SEPTEMBER 14, 2018;

NOW THEREFORE BE IT RESOLVED that the Mayor is hereby authorized to submit an LGAP application for the Town of Pollock for purchase of a mini excavator and to execute all assurances and certifications required for the application.

 PASSED, APPROVED, AND ADOPTED by the Town Council of the Town of Pollock, Parish of Grant, State of Louisiana, on this the 6th day of August, 2018.

MOTION BY Councilman Wilkins, seconded by Councilwoman Vanantwerpen and carried to adopt the following Resolution:

RESOLUTION

A RESOLUTION TO APPLY FOR CWEF

WHEREAS the Town of Pollock has been informed that the State of Louisiana, Division of Administration, Office of Community Development will be accepting applications for the FY 18/19 Community Water Enrichment Fund to provide funds to local governments for the purpose of rehabilitation, improvement, and construction projects for community water systems to provide safe and clean drinking water;

WHEREAS the deadline for submission of applications for CWEF is NOVEMBER 30, 2018;

NOW THEREFORE BE IT RESOLVED that the Mayor is hereby authorized to submit a CWEF application for the Town of Pollock for purchase of automatic flush valves along with tubing and connectors required for installation, and to execute all assurances and certifications required for the application.
