Town Council Meeting Minutes
February 6, 2023
The Town Council met on said date in a Regular Session at 6 P.M. in the Pollock Municipal Building Council Room, Pollock, La.
The following members were present: Councilwoman Dee Thorne, Councilwoman Kayden Lamkin, Councilwoman Kasandra Hooter, Councilman Sheldon Smith, and Councilman Alan Williams.
Mayor Beavers called the meeting to order and led the Lord’s Prayer followed by the Pledge of Allegiance led by Councilman Smith.
Mayor Beavers welcomed all guests.
Meeting opened for public comments or questions from anyone in attendance concerning agenda items following LSA R.S. 42:14. There were no comments.
Motion by Councilman Smith, seconded by Councilwoman Thorne to approve the monthly minutes of January 2023 regular town council meeting. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried.
Motion by Councilman Smith, seconded by Councilman Williams to approve the minutes of the special town council meeting held on January 26, 2023. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried.
Motion by Councilwoman Thorne, seconded by Councilwoman Hooter to receive the mayor’s recommendations for the following appointments for the new Administration Term:
Town Clerk : Deborah Durham, Town Deputy Clerk: Aurora McDonald, Town Official Journal: The Colfax Chronicle, Town Official Financial/Fiscal Agent: Colfax Banking Company, Town CPA;Auditor: Rozier, McKay and Willis, Town Engineers: Pan American Engineering, Town Attorney: Gregory L. Jones, Town Magistrate: Gregory L. Jones, Town Zoning Commission: Julia Langham, Sheldon Smith, Alan Williams.
Motion by Councilwoman Thorne, seconded by Councilwoman Hooter to approve the appointments as listed. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried.
Motion by Councilman Smith, seconded by Councilman Williams to elect Councilwoman Darlene Thorne as Mayor Pro Tem. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried.
Cleco Representative Tripp Dungan was present.
Motion by Councilwoman Hooter, seconded by Councilwoman Thorne to enter into a 4yr term and not a 25yr term for the franchise agreement with Cleco. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried.
Councilwoman Hooter then made a motion to introduce for publication and set for Public Hearing on March 6, 2023 at 5:55 P.M. at Pollock Town Hall the following Ordinance: Proposed Ordinance # 23-0007 : An ordinance granting a franchise, right and privilege to CLECO POWER LLC for a period of 4 years.

RECOMMENDED PROPOSED ORDINANCE UPDATES FOR THE TOWN OF POLLOCK:
Each ordinance was read aloud by Councilwoman Hooter then voted on.
PROPOSED ORDINANCE NO. 23-0001 TOWN OF POLLOCK ORDINANCE TO UPDATE TOWN ORDINANCES, OPERATIONS; AND PROCEDURES FOR A NEW TOWN ADMINISTRATION RELATED TO; MISDEMEANOR OFFENSES, ORDINANCES, AND FINES FOR THE TOWN OF POLLOCK; Motion by Councilwoman Thorne, seconded by Councilman Smith to adopt and enact the ordinance. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried.
PROPOSED ORDINANCE NO. 23-0002 TOWN OF POLLOCK ORDINANCE TO UPDATE TOWN ORDINANCES, OPERATIONS AND PROCEDURES FOR A NEW TOWN ADMINISTRATION RELATED TO SIGNAGE FOR MUNICIPAL CORPORATE LIMITS, NO TRESPASS, AND NO HUNTING PROPERTY AREAS FOR THE TOWN OF POLLOCK; Motion by Councilman Smith, seconded by Councilwoman Thorne to adopt and enact the ordinance. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried.
PROPOSED ORDINANCE NO. 23-0003 TOWN OF POLLOCK ORDINANCE TO UPDATE TOWN ORDINANCES, OPERATIONS AND PROCEDURES FOR A NEW TOWN ADMINISTRATION RELATED TO WATER METERS FOR TOWN FACILITIES FOR THE TOWN OF POLLOCK; Motion by Councilwoman Lamkin, seconded by Councilman Williams to adopt and enact the ordinance. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried
PROPOSED ORDINANCE NO. 23-0004 TOWN OF POLLOCK ORDINANCE TO UPDATE TOWN ORDINANCES, OPERATIONS AND PROCEDURES FOR A NEW TOWN ADMINISTRATION RELATED TO AMENDING ORDINANCE NO. 03-99 COMPENSATION RATES FOR THE TOWN OF POLLOCK; Motion by Councilwoman Lamkin, seconded by Councilwoman Thorne to adopt and enact the ordinance. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried.
PROPOSED ORDINANCE NO. 23-0005 TOWN OF POLLOCK ORDINANCE TO UPDATE TOWN ORDINANCES, OPERATIONS AND PROCEDURES FOR A NEW TOWN ADMINISTRATION RELATED TO LICENSE AND PERMIT FEES CHARGES FOR THE TOWN OF POLLOCK;
Motion by Councilwoman Thorne, seconded by Councilman Smith to adopt and enact the ordinance. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried.
PROPOSED ORDINANCE NO. 23-0006 TOWN OF POLLOCK ORDINANCE TO UPDATE TOWN ORDINANCES, OPERATIONS AND PROCEDURES FOR A NEW TOWN ADMINISTRATION RELATED TO TOWN ZONING CODE OF ORDINANCES FOR RESIDENCE DISTRICT R-1 FOR THE TOWN OF POLLOCK; Motion by Councilman Williams, seconded by Councilman Smith to adopt and enact the ordinance. Roll call vote: Yeas 5, Nays 0, Abstain 0, Absent 0. Motion carried.
Pan American Engineers representative Spencer Gauthier was not present.
Rozier, McKay & Willis representative, Steven McKay was present.
Chief Chris Paul was present. The police department report was reviewed.
Town Attorney, Greg Jones informed the council that sexual harassment and ethics training should be completed as soon as possible.
Motion by Councilwoman Thorne, seconded by Councilman Smith adjourn. Roll call vote: Yeas 5 Nays 0, Abstain 0, Absent 0. Motion carried. Meeting Adjourned.
