MINUTES FOR SPECIAL SESSION
WEDNESDAY, OCTOBER 1, 2020

 

The Mayor Pro Tem & Town Council met said date in a Special Town Meeting Session at 9 A.M. in the Pollock Municipal Building, Town Hall, Pollock, La.  The following were present: Mayor Pro Tem Deborah Tumminello, Councilwoman Dee Thorne, Councilwoman Misty Kinn, Councilman Ron Wilkins and Councilman Carroll Cathey.

Mayor Pro Tem Tumminello called meeting to order. Asked for a Moment of Silence in Honor of former Mayor Jerome Scott. Mayor Pro Tem Tumminello then led the Pledge of Allegiance. Welcomed guests in attendance.

Mayor Pro Tem Tumminello asked for public comments on any Agenda Item: no comments.

Motion to Declare a Vacancy in the office of Mayor of Town of Pollock upon the passing of Mayor Jerome Scott on September 18, 2020, and notice to the LA Secretary of State, pursuant to LSA-R.S. 18: 602. Motion made by Councilman Wilkins, seconded by Councilwoman Kinn. With a roll call vote of 5 yeas, none opposed, motion so moved.

Motion to adopt a Resolution appointing Councilwoman/Mayor Pro Tempore Deborah Tumminello to fill the vacancy of Mayor Jerome Scott, until a Special Election is held, there being more than 18 months remaining on the current term of Mayor Jerome Scott, pursuant to LSA-R.S. 18:602, and accept resignation of Deborah Tumminello as an Councilwoman for the Town. Motion made by Councilwoman Kinn, seconded by Councilwoman Thorne. Roll call vote with 4 yeas, none opposed, motion carried. At this time Ms. Deborah Tumminello was sworn in as Interim Mayor for the Town of Pollock by Town Attorney Gregory Jones.

Motion to Declare a Vacancy in the office of Councilwoman Deborah Tumminello, appointed to serve as interim Mayor pending a Special Election to fill the vacancy in current term of Mayor Scott, pursuant to LSA-R.S. 18:602. Motion made by Councilwoman Kinn, seconded by Councilman Wilkins. Roll call vote with 4 yeas, none opposed. Motion so moved.

Motion to adopt a Resolution appointing former Town of Pollock Councilwoman & Mayor Pro Tempore SHARON ZEH to fill the Vacancy of Councilwoman Deborah Tumminello, until a Special Election is held, there being more than 18 months remaining on the current term of Councilwoman Deborah Tumminello, pursuant to R.S.18:602. Motion made by Councilwoman Kinn, seconded by Councilman Wilkins. Roll call vote: Thorne – abstain, Cathey – abstain, Kinn – yea, Wilkins – yea, with 2 – yea & 2 – abstain, motion carried. At this time Ms. Zeh was sworn in as Councilwoman for the Town of Pollock by Town Attorney Jones.

Motion to adopt a Proclamation setting a special election to fill the unexpired term of Jerome F. Scott in the office of Mayor for Town of Pollock, Grant Parish, Louisiana, for: Qualifying Dates: January 20, 21, & 22, 2021; Primary Election DateMarch 20, 2021; and the General Election DateApril 24, 2021. Motion made by Councilman Wilkins, seconded by Councilwoman Thorne. Motion carried with 4 yeas.

Motion to adopt a Proclamation setting a special election to fill the unexpired term of Deborah Tumminello in the office of Councilman/Councilwoman for the Town of Pollock, Grant Parish, Louisiana, for Qualifying Dates:  January 20, 21, & 22, 2021; Primary Election Date: March 20, 2021; and the General Election Date:  April 24, 2021. Motion made by CouncilwomanKinn, seconded by Councilwoman Thorne. Roll call vote: 4 yeas & none opposed. Motioncarried.

Motion was made to adjourn by Councilwoman Kinn, seconded by Councilwoman Thorne. Mayor called for all in favor signify by saying yea, four yeas, none opposed, motion so moved.
