PUBLIC HEARING MEETING MINUTES

 

The Public Hearing was called to order at 8:50 A.M. by Mayor Jerome Scott for Ordinance #05-18-P, establishing the Fines and Court Costs for all violations of Municipal Ordinances to adopt under State, Parish and Local Statutes and repealing all Ordinances in conflict therewith. Mayor Scott asked if anyone would like to speak concerning the Ordinance. No person came forth with comments. The Public Hearing for Ordinance #05-18-P was closed at 9:00 A.M. by Mayor Scott.

Town Council Meeting Minutes

MONDAY, JUNE 4, 2018

 

     The Town of Pollock Mayor and Pollock Town Council met on said date (06/04/2018) in a Regular Session at 9 A.M., in the Pollock Municipal Building Council Room, Pollock, Louisiana  The following members were present: Mayor Jerome Scott, Councilwoman Sharon Zeh, Councilwoman Deborah Tumminello, Councilman Ron Wilkins, Councilwoman Connie Vanantwerpen and Councilman Randy Estes.

     Mayor Scott called Town Meeting to order by leading the “Lord’s Prayer”, followed by the Pledge of Allegiance. Mayor Scott welcomed guests.

            Meeting open for public comments: Mr. Gabe Firment announced that he would be seeking election to the office of Louisiana State Representative in the upcoming election.  He gave his reasons for running for the office.  Pollock First Baptist Church Pastor Brian Gunter then spoke, endorsing Mr. Firment’s candidacy. 

            Meeting open for Council comments:  Councilwoman Zeh commented how nice the first Family Movie Night (featuring “Despicable Me on May 21, 2018) was for the families of our town.  Mayor Scott stated that approximately one hundred individuals attended and had a great time.  The next Family Movie Night will be held on June 11th.

     A motion was made to approve the May 7, 2018, Pollock Town Council Meeting Minutes by Councilwoman Zeh, seconded by Councilman Wilkins. All in favor, 5 yeas.  No nays. The motion carried unanimously.

            Open Bids for Generators and Award Contract:  The estimated cost for the generator project bids was approximately $300,000; and much preliminary research and work by town staff went into the generator planning to suit the needs of the Town of Pollock.  No federal or state funds will be utilized to fund the generators project.  Attorney Jones, at this point during the Pollock Town Council Meeting, requested that all sealed bid packets for the Town of Pollock generator bids be turned over to him so that the sealed bids could be opened during the meeting.  Attorney Jones was handed the one bid packet by the Pollock Town Clerk (Mrs. Judy Shelton) that had been submitted.  He inspected the bid package to ensure that the seal had not been broken, and then opened the sealed bid packet in the presence of Mayor Scott, the Town Clerk (Mrs. Judy Shelton), the Pollock Town Council members, the Town of Pollock C.P.A (Mr. Steven McKay) Chief of Police Chris Paul, and other guests in the Pollock Town Council meeting.  The sole bid submitted was from Allen Jenkins Construction, Inc. in the amount of $266,249.00 (Two Hundred Sixty Six Thousand, Two Hundred Forty-Nine Dollars and no/100) to purchase and install 5 Cummins generators and reset an existing 200 kW generator from a mobile to a permanent installation.   The contractor will provide all labor, materials and equipment to provide a turn-key purchase and installation, covering all specifications and requirements listed in the bid packet referred to in the Town of Pollock’s official Journal, when advertised on two separate occasions.  The Town of Pollock reserves the right to reject any and all bids for just cause. A motion was offered by Councilman Randy Estes to accept the sole bid from Allen Jenkins Contractor, Inc., in the amount of $266,249.00.  The motion was seconded by Councilwoman Sharon Zeh. Roll call vote with 5 yeas, 0 nays, 0 absent. The motion carried unanimously. 

     Pan American engineer, Mr. Bill Dean stated that Pan American is currently planning and working on the huge water infrastructure improvement project that the Town of Pollock has planned.  Mayor Scott stated that the project will be paid for with town monies as well as with the $369,600.L.C.D.B.G. Grant he recently received for the town.

     C.P.A. Report: Mr. Steven McKay stated that he should have the town’s final audit report completed by next month’s town meeting.

     Attorney Greg Jones addressed Mayor Scott and the Town Council regarding Ordinance #05-18-P, an Ordinance Establishing the Fines and Court Costs for all Violations of Municipal Ordinances adopted under State, Parish and Local Statutes, and repealing all Ordinances in conflict therewith. It has been published in the local journal and public hearing was held.   A motion by Councilman Wilkins was offered, seconded by Councilwoman Vanantwerpen to Adopt Ordinance #05-18-P. Roll call vote: 5 yeas, 0 nays, 0 absent, motion carried.

     Attorney Jones brought before the Mayor and Council an Ordinance #06-18, “Establishing the Simple Possession of Marijuana as a Crime within the Town of Pollock”. The Ordinance #06-18 was introduced by motion for Publication by Councilman Wilkins, seconded by Councilwoman Vanantwerpen. Roll call vote: 5 yeas, 0 nays, 0 absent, the motion unanimously carried. A Public Hearing for Ordinance #06-18 will be held on Monday, July 2, 2018, at 8:50 A.M. in the Pollock Municipal Building.

            Attorney Jones requested that the Pollock Town Council add to the Council meeting’s Agenda a Professional Service contract. Motion was made by Councilwoman Tumminello, seconded by Councilwoman Zeh to add it to the Agenda. Attorney Jones introduced a new Airport Hay Contract for cutting designated areas at the Pollock Airport.  This Professional Services Contract between Mr. Kevin McVay and the Town of Pollock stipulates that Mr. McVay will cut the grass at least twice a year, if not more, use his own equipment, labor and maintenance,  and follow guidelines set forth and required by F.A.A. regulations. He will cut & maintain the airport area in exchange for the hay harvested. Each party signing the contract will have a 30 day notice to cease the contract if needed. Motion was made by Councilwoman Tumminello and seconded by Councilwoman Zeh to enter into the Professional Services Contract with Mr. Kevin McVay. Roll call vote: 5 yeas, 0 nays, 0 absent. The motion carried.

     Town Clerk Judy Shelton disseminated the monthly Town of Pollock Financial Report.

     Mayor’s report: Mayor Scott stated the Town’s Memorial Day Ceremony was very touching and awesome. The crowd of around one hundred people was fantastic.  “I was so moved by the program and I would like to thank each of those who participated.  Additionally, I would like to extend thanks to each Grant Parish individual who attended and honored those who gave their all for our freedom.” 

     “Family Movie Night at our amphitheater was a great hit.  Loads of our “community family” attended and enjoyed the movie, popcorn, candy, and drinks.  I am looking forward to the next Family Movie Night, on Monday, June 11th, at 8:00 P.M., showing ‘Brother Bear’.” 

     “I am especially looking forward to our annual 4th of July Fireworks Display and Celebration.  We will have twice the amount of fireworks this year.  As usual, it will begin at dark.  It will be fun for everyone.  Dress comfortably and bring your lawn chairs.  It will be held in LaCroix Park on Highway 8 West.  I look forward to seeing every one of our “community family.”

     A motion was made to adjourn by Councilwoman Zeh, seconded by Councilman Estes. All in favor, 5 yeas. No nays.  The motion carried unanimously.
