Town Council Meeting Minutes

December 6, 2021

The Mayor & Town Council met on said date in a Regular Session at 6 P.M. in the Pollock Municipal Building Council Room, Pollock, La. The following members were present:

Mayor Douglas Beavers, Councilwoman Misty Kinn, Councilman Sheldon Smith, Councilman Mike Cryer, and Councilwoman Dee Thorne. Absent: Councilwoman Cindy Dickey.

Mayor Beavers called the meeting to order by leading the "Lord's Prayer", followed by the Pledge of Allegiance led by Councilwoman Kinn.

Mayor Beavers welcomed guests.

Meeting opened for public comments or questions from anyone in attendance. There were no comments or questions.

Motion by Councilwoman Thorne, seconded by Councilman Cryer to approve the monthly Meeting Minutes of November 1,2021 town council meeting. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.

 Motion by Councilwoman Kinn, seconded by Councilman Cryer to examine and canvass the certified election returns from the Grant Parish Registrar of Voters and Louisiana Secretary of State on the November 13, 2021, Town of Pollock, alcoholic beverage propositions election held on November 13, 2021. Roll call vote:  Yeas 4, Nays 0, Absent 1. Motion carried.

Motion by Councilwoman Kinn, seconded by Councilman Cryer to adopt the resolution for canvassing and process verbal of election results for the November 13, 2021, Town of Pollock Alcoholic Beverage Proposition Election. Roll call vote:  Yeas 4, Nays 0, Absent 1. Motion carried.

Motion by Councilwoman Kinn, seconded by Councilman Cryer to adopt the Proclamation on the special election announcing and proclaiming the result of the special election held in the Town of Pollock on Saturday, November 13, 2021. Roll call vote:  Yeas 4, Nays 0, Absent 1. Motion carried.

Motion by Councilwoman Thorne, seconded by Councilman Cryer to introduce for publication proposed new alcoholic beverage ordinances reflecting election results of the November 13, 2021, alcoholic beverage propositions for the Town of Pollock. Roll call vote:  Yeas 4, Nays 0, Absent 1. Motion carried.

A representative from Pan American Engineers was unable to attend the meeting.

A representative from the town’s CPA was unable to attend the meeting.

Motion by Councilwoman Thorne, seconded by Councilman Cryer adopting an ordinance to amend the operating budget of revenues and expenditures for the general fund for the fiscal year beginning January 1, 2021, and ending December 31, 2021. Roll call vote:  Yeas 4, Nays 0, Absent 1. Motion carried.

Motion by Councilwoman Thorne, seconded by Councilman Cryer to adopt an operating budget of revenues and expenditures for the general fund for the fiscal year beginning January 1, 2022, and ending December 31, 2022. Roll call vote:  Yeas 4, Nays 0, Absent 1. Motion carried.

Town Attorney, Mr. Greg Jones discussed the new variant of covid and reminded everyone to be safe. He also advised the council that the mayor would have to appoint an alcohol beverage control commission for the town.

Chief Chris Paul presented his report to the council.

Councilwoman Thorne had questions concerning the police department unit that was involved in an accident. Chief Paul answered her questions.

Councilman Cryer had concerns about the post still visible on the foundation of the pavilion and stated that the post stubs needed to be taken care of before someone hurt themselves. The mayor advised that the pavilion would be roped off to keep someone from getting hurt.

Councilman Smith advised that he had been in contact with a licensed contractor who would give the town an estimate on the pavilion repair/replacement.

The mayor also reported that he had been in touch with a few contractors in reference to the rebuilding of the Foster Park Pavilion and would hope to begin in January 2022 with the repair/replacement. The mayor also thanked each employee for their efforts and help with the 2021 town Christmas parade. The entire event was a success. He wished everyone a Merry Christmas and a safe holiday.

Motion by Councilman Smith, seconded by Councilwoman Thorne to adjourn. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried. Meeting Adjourned.
