June 2019 Special Council Meeting

SPECIAL MEETING OF THE POLLOCK TOWN COUNCIL

MINUTES

THURSDAY, JUNE 20, 2019 AT 9:00 A.M.

 

               Mayor Scott and the Pollock Town Council met on said date in special session at 9:00 A.M., in the council room of the Pollock Municipal Building.  The following were present: Mayor Jerome Scott, Councilwoman Dee Thorne, Councilwoman Deborah Tumminello, and Councilman Ron Wilkins. Absent was Councilman Carroll Cathey.

               Mayor Scott called the special meeting to order and led those attending in The Lord’s Prayer and the Pledge of Allegiance.

               Town Clerk Judy Shelton called the Town Council Roll Call for the Special Meeting. Three Council members present and one absent (Carroll Cathey). Attorney Jones noted that a quorum of the Town Council was present and ready to proceed.

               Mayor Scott requested a motion to officially recognize and accept Mr. Randy Estes’ resignation from the Pollock Town Council, and to declare a vacancy for the position per Mr. Estes’ letter and per a notice from the Louisiana Secretary of State.  In response to Mayor Scott’s request, a motion was offered by Councilwoman Thorne and seconded by Councilman Wilkins.  On a roll call voted, Thorne - yea, Tumminello - yea, Wilkins – yea, and Cathey - absent.  Yeas 3, Nays 0, Absent 1 and Abstain 0.  The motion carried.

               Mayor Scott appointed Ms. Sharon Zeh to fill vacancy on the Pollock Town Council left by the resignation of Mr. Randy Estes (pursuant to LSA-R/S/ 18-0019 and the Louisiana Attorney General Opinion 18-0019.  A motion was offered by Councilwoman Tumminello, seconded by Councilwoman Thorne. Councilwoman Thorne - yea, Councilwoman Tumminello – yea and Councilman Wilkin – yea. Absent - Councilman Cathey. Yeas 3, Nays 0, Absent 1 and Abstain 0.  The motion carried. Mrs. Sharon Zeh was officially sworn in as Pollock Town Councilwoman, to hold the position until a special election for the Council seat can be held.

               A motion to adopt a proclamation order to set a special election to fill the unexpired term vacancy for October 12, 2019, and November 16, 2019, a qualifying period for candidates for the  special election of August 6, 7, and 8, 2019.  A motion to adopt the proclamation was offered by Councilwoman Tumminello, seconded by Councilman Wilkins.   Thorne – yea, Tumminello – yea, Wilkins – yea, Cathey - --absent.  The motion carried.

               Discussion on a Snow Cone Stand to be located, by Mr. Vic Constance, on Ivy Street behind the Splash Pad.  An Occupational License from the Town of Pollock must be obtained by Mr. Constance, and he must provide proof of liability insurance to the Town of Pollock.  He must provide a utility (water and electricity) reimbursement each month to the Town of Pollock.  He will probably set up for business one day a week. Approved by Councilwoman Tumminello, seconded by Councilwoman Thorne with 3 yeas.

               A motion to adjourn was offered by Councilwoman Zeh and seconded by Councilwoman Tumminello.  All in favor. 4 yeas
