Town Council Meeting Minutes
Monday, August 3, 2020
 

           The Mayor and Town Council met in the Council Chambers of the Pollock Municipal Building on Monday, August 3, 2020, at 9:00 o’clock in the morning, in Pollock, Louisiana. The meeting was held in accordance with Governor John Bel Edwards’ Proclamation JBE-2020-96, due to the COVID-19 Pandemic, and was streamed over Facebook Live on the Town of Pollock Utility Clerk’s page. The following members were present: Mayor Jerome Scott, Councilman Ronald Wilkins, Councilwoman Dee Thorne, Councilwoman Deborah Tumminello, Misty Kinn. Councilman Carroll Cathey attended via telephone.

          Mayor Scott called the meeting to order, led all in attendance in the Lord’s Prayer, and led all in the Pledge of Allegiance. He then welcomed all guests in attendance.

           A motion was made to approve the Town Council Meeting Minutes of July 6, 2020, by Councilman Wilkins, seconded by Councilwoman Tumminello. On a roll call vote:  Wilkins, Yea; Kinn, Yea; Tumminello, Yea; Thorne, Yea; Cathey, Yea. The motion carried unanimously.   

           Mayor Scott and Town Attorney Gregory Jones addressed everyone in attendance concerning the poor state of the streets in the Town of Pollock. Mayor Scott informed them that he recently asked Pan American Engineers to perform a cost study to have each street within the corporate limits of Pollock repaved with asphalt and/or paved if they are currently gravel. The cost study indicates that it will cost approximately one million dollars to complete the project, but that bids would have to be called for and received. Mayor Scott stated, “Decent streets in the Town of Pollock have been a great need for as long as I have been Mayor, and the people of this town deserve new streets.” He went on to say that through much saving and penny-pinching, enough money has been set aside so that the Street Overlay Project can be a reality and paid for with cash. “There will be no debt for this project and the people of this town certainly deserve it.”  Councilwoman Misty Kinn offered a motion to ask Pan American Engineers to proceed with this Street Overlay Project and call for bids, seconded by Councilwoman Deborah Tumminello.  On a roll call vote:  Kinn, Yea; Wilkins, Yea; Thorne, Yea; Tumminello, Yea; and Cathey, Yea. The motion carried unanimously.

          Town of Pollock C.P.A., Mr. Steven McKay, of Rozier, Harrington, & McKay, was unable to attend the meeting.

           Chief Paul disseminated his monthly police report, and requested that Israel Rachal be hired as a full time officer for Pollock.  A motion was made by Councilwoman Misty Kinn, with a second by Councilman Ronald Wilkins.  On a roll call vote:  Wilkins, Yea; Tumminello, Yea; Kinn; Yea; Thorne, Yea; Cathey, Yea. Motion carried unanimously.

           Town Clerk Miss Judy Shelton’s Town Financial Report will be disseminated as soon as she returns to work from a brief illness.

           Mayor Scott expressed his sincere thanks to the council for backing him unanimously on the Town of Pollock Street Re-paving Project.  “Our ‘Community Family’ deserves it----AND ALL WITH NO DEBT TO THE TOWN OF POLLOCK.”  

           A motion was made to adjourn the meeting by Councilwoman Tumminello, seconded by Councilwoman Kinn. On roll call, Wilkins, Yea; Kinn, Yea; Thorne, Yea; Tumminello, Yea; Cathey, Yea. Motion carried unanimously, and the meeting was adjourned.
