Town Council Meeting Minutes
April 4, 2022
The Mayor & Town Council met on said date in a Regular Session at 6 P.M. in the Pollock Municipal Building Council Room, Pollock, La.
The following members were present: Mayor Douglas Beavers, Councilwoman Dee Thorne, Councilwoman Cindy Dickey, Councilman Mike Cryer, and Councilwoman Misty Kinn. Absent: Councilman Sheldon Smith
Mayor Beavers called the meeting to order. The Pledge of Allegiance led by Councilman Mike Cryer followed by the Lord’s Prayer led by Councilwoman Thorne.
Mayor Beavers welcomed guests and stated that the Dogwood Festival was a great success, and the town will recognize the ladies from that committee next month at the regular meeting.
Meeting opened for public comments or questions from anyone in attendance concerning agenda items in accordance with LSA R.S. 42:14.
Motion by Councilwoman Thorne, seconded by Councilwoman Dickey to approve the monthly Meeting Minutes of March 7, 2022, town council meeting. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.
Mr. Bill Zeto was present and spoke to the council concerning some small homes he wants to have put on his property on Homer St. He left some information for the council for review.
Pan American Engineers representative Spencer Gauthier was present.
A representative with the town’s CPA firm was not present.
Chief Chris Paul was present. The police department report was reviewed. He informed the council that Officer Israel Rachal who had been part-time would be working full time since he has an officer going to the academy and possibly another officer leaving.
The water/sewer department report was given by Matt Dezendorf. He discussed the Cross Connection Control Ordinance that the state wants to implement but wants the municipalities to enforce.
Motion by Councilwoman Kinn, seconded by Councilwoman Dickey to introduce for publication the Cross Connection Control Ordinance.
Town Attorney Greg Jones was present. He commended the Dogwood committee on their hard work and great success.
Councilwoman Thorne received plans for a park restroom upgrade.
Councilwoman Kinn questioned as to whether an audit had been performed. The Town Clerk answered with the fact that the 2020 audit was performed and presented by the CPA in 2021 and that the 2021 audit had not been started by the CPA.
Mayor Beavers spoke for the record to reflect that there were some rumors going around that he was condemning homes in the town and wanted to make it perfectly clear that he did not have that authority and that he had no plans of asking the council to condemn any homes. He also addressed the police department budget and the fact that the department is self-sufficient, and that the town does not need to or have to spend any town funds on the police department that are not generated by the police department. Mayor Beavers was pleased to announce that the town had been awarded $125,000. Through the Love Louisiana Outdoors Program.
Citizen, Mr. Philip Hale, asked to speak and had some questions concerning town finances. He questioned petty cash and asked to see receipts. The town clerk informed Mr. Hale that there was no petty cash in the town hall. Attorney Jones explained to Mr. Hale that due to past problems there was not a petty cash fund at the town and would not be in the future. He requested bank statements for a year, and town corporate credit card statements for a year and wanted the minutes to reflect that this was his notice of a public records request. He also asked that the meeting notices and agenda be posted at the post office on the bulletin board. Mr. Hale also had a concern about the sign-in Foster Park and questioned why it wasn’t working properly nor had any information posted on it. The town clerk explained that there had been an upgrade to the computer that the system was on due to an upgrade in the water payment system and that it was not compatible. The town clerk assured Mr. Hale that she would have the issue looked into and hopefully have it resolved as soon as possible.
Citizen, Mr. Jeremy Kendrew, asked to speak and had some concerns about some property around his home that had brought down the value of his home due to old vehicles and such being accumulated. Mr. Greg Jones asked Mr. Kendrew to meet with the code enforcement officer and Mr. Jones at a specified time in the town hall to discuss what could be done according to the town ordinances. Mr. Kendrew agreed to meet and discuss the issue.
Motion by Councilwoman Thorne, seconded by Councilman Cryer to adjourn. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried. Meeting Adjourned.
