January 2019 Council Meeting
POLLOCK TOWN COUNCIL MEETING MINUTES
MONDAY, JANUARY 7, 2019, 9 A.M.
Mayor Scott and the Pollock Town Council met in the Council chambers of Pollock Town Hall, at 9:00 o’clock in the morning, in Pollock, Louisiana. The following members were present: Mayor Jerome Scott, Councilwoman Dee Thorne, Councilwoman Deborah Tumminello, Councilman Carroll Cathey and Councilman Randy Estes. Absent: Councilman Ronald Wilkins.
Mayor Scott called the Town of Pollock Council Meeting to order and led Pollock Town Council and guests in the Lord’s Prayer, followed by the Pledge of Allegiance. Mayor Scott welcomed all of those in attendance to the Pollock Town Council Meeting and wished all a happy new year.
A motion was made to approve the Public Hearing Minutes of December 3, 2018, by Councilwoman Tumminello, seconded by Councilwoman Thorne. On a roll call vote: 3 yeas (Tumminello, Thorne, and Estes), 1 abstaining (Cathey), and 1 absent (Wilkins). The motion carried. A motion to approve the Pollock Town Council Meeting Minutes of December 3, 2018, was offered by Councilwoman Tumminello and seconded by Councilman Estes. On a roll call vote, there were 3 yeas (Estes, Tumminello, and Thorne), 0 nays, 1 abstaining (Cathey), and 1 absent (Wilkins). The motion carried.
Mayor Scott then opened the Town Council Meeting for public comments. Senator Jim Fannin spoke to Mayor Scott, Town Council and guests and explained that he had dropped by to commend the mayor and Town Council on being at the top financial standing of all the towns in our state. He also announced that he just signed/approved a grant proposal for the Town of Pollock that Mayor Scott recently submitted.
Next, the mayor opened the Town Council Meeting for Town Council Member comments. Councilman Cathey addressed Mayor Scott and the Pollock Town Council in support of Chief of Police Chris Paul receiving town-funded health insurance because of a job well done. Town Attorney informed Councilman Cathey that since Chief Paul is an elected official, town-funded health insurance or a salary increase must be adopted by Ordinance. Attorney Jones suggested that he bring forth a draft Ordinance to the February, 2019 Pollock Town Meeting for Council. All were in agreement.
A Pan American Engineer representative was unable to attend the Pollock Town Council meeting.
Town C.P.A., Mr. Steven McKay, congratulated the new Town Council members on their election, and expressed that he is looking forward to working with Mayor Scott and the Town Council. Mr. McKay stated that he is planning to begin working on the Town of Pollock 2018 Audit at the end of February, 2019.
Town Attorney, Mr. Gregory Jones, explained Resolution #01-07-19, to the Town Council and Mayor Scott. This Resolution authorizes the Partial Abandonment of Public Servitudes for Ivy Street and John Street in the Town of Pollock for the construction of a Family Dollar store. The site plan and a building permit for construction of said commercial store was already approved by the Pollock Town Council during the Pollock Town Council meeting of October 1, 2018. A motion to approve Resolution #01-07-19 was offered by Alderwoman Thorne, seconded by Councilwoman Tumminello. On a roll call vote, there were 4 yeas, 0 nays and 1 absent (Wilkins). The motion carried.
Town Chief of Police Chris Paul had no comments during the Pollock Town Council meeting. His Police report was disseminated to the mayor and Town Council prior to the Town Council meeting.
Town Clerk Judy Shelton disseminated the Town’s monthly Financial Report to Mayor Scott and Town Council members.
Mayor Scott announced his Mayoral Appointments for the 2019 Administration:

(B) Town’s Official Bank – Colfax Banking Company
(C) Town Clerk – Judy Shelton
(D) Town Auditor/CPA – Rozier, Harrington & McKay
(E) Town Engineers – Pan American Engineers
(F) Town Attorney - Attorney Gregory Jones
(G) Town Magistrate of Court – Attorney Gregory Jones
(H) Town Mayor Pro Tempore – Councilwoman Deborah Tumminello
A motion was made to approve Mayor Scott’s Mayoral Appointments for the 2019 Administration by Councilman Estes, seconded by Councilwoman Tumminello. On a roll call vote, Thorne – yea, Tumminello - yea, Wilkins – absent, Cathey – nay, and Estes – yea. 3 yeas, 1 nays, 0 abstaining, and 1 absent (Wilkins). The motion carried.
A motion was made to adjourn the Town Council meeting by Councilman Estes, seconded by Councilman Cathey. All were in favor with 4 yeas and 1 absent (Wilkins). The motion carried and the meeting was adjourned.
