Town Council Meeting Minutes
November 2, 2020

 

            The Mayor & Town Council met said date in a Regular Session at 9:00 A.M., in the Pollock Municipal Building, Council Meeting Room, Pollock, La.  The following members were present: Mayor Deborah Tumminello, Councilwoman Dee Thorne, Councilwoman Sharon Zeh, Councilman Ron Wilkins, Councilman Carroll Cathey, and Councilwoman Misty Kinn.

            Mayor Tumminello called meeting to order, led the attendees in the “Lord’s Prayer”, and led the Pledge of Allegiance.

            Mayor Tumminello welcomed guests to meeting. 

           A motion was made to approve the Town Council Meeting Minutes for October 5, 2020, by Councilman Thorne, seconded by Councilwoman Zeh. On a roll call vote:  3 Yeas, Nays 1 (Cathey), absent 1 (Kinn). Motion carried. Motion to approve the Special Town Meeting Minutes of October 1, 2020 by Councilwoman Thorne, seconded by Councilwoman Zeh Roll call vote: 4 yeas, 0 nays, I absent (Kinn). Motion carried. Councilman Wilkins approved the October 22, 2020 Special Town Meeting Minutes, seconded by Councilwoman Zeh. 4 yeas, 0 nays, 1 absent (Kinn). Motion carried.

            Meeting open for Public Comments:  no comments.

            Motion was made to approve and adopt Ordinance #10-01-2020 to increase the salary of the Town of Pollock’s Chief of Police Chris Paul by $600.00 per month by Councilman Cathey, seconded by Councilwoman Thorne with 4 yeas, 0 nays, 1 absent (Kinn). Motion carried.  Retroactive as of October 5, 2020.

            Mr. Kirk Ryder, with Infrastructure Consulting & Engineering, spoke explaining the Capital Improvement Plan for Pollock Airport to help rebuild and improve the airport. Motion by Councilman Cathey seconded by Councilwoman Thorne to authorize submission of 2021 – 2026 Resolution for Capital Outlay Plan for Pollock Airport. Roll call vote with 5 yeas, motion carried.

            A motion to Introduce Ordinance #11-2-2020 A, Amended Budget for 2020, was offered by Councilwoman Kinn, seconded by Councilwoman Zeh. On a roll call vote: Thorne – yea, Zeh – yea, Wilkins – yea, Cathey – yea, and Kinn – yea. Yeas 5, Nays 0, Abstain 0, Absent 0.  The motion so moved.  A motion was made to Introduce Ordinance #11-2-19 B, Operating Budget for 2021, by Councilwoman Kinn, seconded by Councilwoman Thorne. Roll call vote:  Thorne – yea, Zeh – yea, Wilkins – yea, Cathey – yea and Kinn – yea.  Yeas 5, Nays 0, Absent 0. Motion carried. A Public Hearing on Budget Ordinances will be held Monday, December 7, 2020 in Pollock Town Council Municipal Building at 8:45 A.M.

            Pan American Engineers Mr. Jacob Guillory spoke and discussed the 2020-2021 L.C.D.B.G.  information about cost, publication and points for the Town of Pollock to proceed with the approval of the Grant. Motion was made by Councilwoman Zeh authorizing the Mayor to proceed with the L.C.D.B.G. grant for the Town of Pollock. Motion seconded by Councilwoman Kinn. Roll call vote with 4 yeas, 1 nay (Cathey). Motion carried.

            Police Chief Chris Paul disseminated his report before meeting. Thanked our CPA, FEMA Town of Pollock Officers, employees and everyone else who helped during the hurricanes. We still have problems around town with down trees and dangerous limbs hanging. We need to find a company to help get cut trees and limbs before someone gets hurt.

            Town Clerk July Shelton disseminated the Financial Report to Mayor Tumminello and Town Council.

            Water/Wastewater Superintendent Matt Dezendorf presented a completed project list for 2020. He explained each project in detail. Mayor and Council was very impressed with the work detail and thanked Matt for the very informative report.

            Mayor’s report:  Mayor Tumminello read a Proclamation for deceased former Mayor Jerome Scott from Rep. Gabe Firment for Town of Pollock. Halloween was a great success with House to House Trick or Treating. Everyone needs to cast a vote tomorrow. THANK YOU to all our Veterans when we observe Veteran’s Day, Wednesday, November 11, 2020, for your service to our United States of America.

            A motion was made to adjourn by Councilwoman Kinn, seconded by Councilwoman Thorne. All in favor with 5 yeas. Motion carried unanimously.
