Town Council Meeting Minutes

September 7, 2021

The Mayor & Town Council met on said date in a Regular Session at 6 P.M. in the Pollock Municipal Building Council Room, Pollock, La. The following members were present:

Mayor Douglas Beavers, Councilwoman Cynthia Dickey, Councilwoman Misty Kinn, Councilman Mike Cryer, and Councilwoman Dee Thorne. Absent: Councilman Carroll Cathey

Mayor Beavers called the meeting to order by leading the "Lord's Prayer", followed by the Pledge of Allegiance led by Councilwoman Dickey.

Mayor Beavers welcomed guests.

Meeting opened for public comments or questions from anyone in attendance.

Motion by Councilwoman Dickey, seconded by Councilman Cryer to approve the monthly Meeting Minutes of August 2,2021 town council meeting. Roll call vote: Yeas 3, Nays 0, Abstain 1, Absent 1.  Motion carried.

Motion by Councilwoman Dickey, seconded by Councilman Cryer to declare street department materials as surplus, no longer serving a public purpose, and authorize disposal by sale as scrap metal. Roll call vote:  Yeas 4, Nays 0, Abstain 0, Absent 1.  Motion carried.

Motion by Councilwoman Thorne, seconded by Councilwoman Dickey to receive RFQ’s and appoint an engineering firm for engineering design and construction observation services for the American Rescue Plan Act. Roll call vote:  Yeas 4, Nays 0, Abstain 0, Absent 1.  Motion carried.

Motion by Councilwoman Kinn, seconded by Councilwoman Thorne to add to the agenda a discussion concerning the airport.  Roll call vote:  Yeas 4, Nays 0, Abstain 0, Absent 1. Motion carried.

Motion by Councilwoman Kinn, seconded by Councilwoman Thorne to add to the agenda a Resolution to request funds for the airport. Roll call vote:  Yeas 4, Nays 0, Abstain 0, Absent 1.  Motion carried.

Motion by Councilwoman Kinn, seconded by Councilwoman Dickey, to adopt the Resolution for the formal request that the LA DOTD, Division of Aviation, and the Federal Aviation Administration provide funds required to complete the airport improvements at the Pollock Municipal airport specifically as described in the Capital Improvement Program for 2022 – 2027. Roll call vote:  Yeas 4, Nays 0, Abstain 0, Absent 1.  Motion Carried.  

The Town Engineering firm gave an update on the town wide asphalt overlay project. All paving is complete and finish work, such as shoulder work, manhole covers, and other final phase projects will begin soon. The engineer also gave a report on the LCDBG public hearing.

The Town CPA was present. Mr. McKay advised the town as to handle the funds associated with the American Rescue Plan Act when said funds are received from the state.   

Town Attorney, Mr. Greg Jones gave a report on the mask mandate associated with COVID-19.

Chief Chris Paul gave a report concerning the Town of Pollock Police Department. He informed the council that the department needed an additional police officer and that he had interviewed an officer he believed would serve the Town of Pollock well.  Officer Brandy Bynog had recently completed the police academy and was available for hire. 

Motion by Councilwoman Kinn, seconded by Councilwoman Dickey to authorize Chief Chris Paul to hire the additional officer for his department. 

The public works supervisor, Matt Dezendorf, presented the council with a list of items that were a part of the surplus street materials no longer serving a public purpose.  He also presented a list of items needed that were to be purchased with the ARPA funds upon approval.  There was discussion with the town engineer concerning the ARPA funds and the steps needed to be taken to ensure that all aspects of the projects were correct and followed all guidelines.

Motion by Councilwoman Thorne, seconded by Councilwoman Kinn to authorize the Town Engineer and the Public Works Supervisor to take the necessary steps to gather information for the repair and replacement project associated with ARPA funds. 

Councilwoman Kinn expressed a concern about the rebuilding of the pavilion at Foster Park.  It was discussed and decided that information would be gathered and presented at the October town council meeting for rebuilding the pavilion.

     Citizen and park committee member, Mr. Jeremy Kendrew, spoke briefly concerning the park project, at which time the Town Attorney informed the council and Mr. Kendrew that the park would need to be discussed at a later meeting.  The Park project discussion was not on the agenda.  It was decided that there would be a special meeting held just for the purpose of the discussion of the park project, at which time all information would be presented to the council. 

     Motion by Councilwoman Dickey, seconded by Councilwoman Kinn to select a date and time for a special meeting.  The meeting was set for Monday, September 13, 2021, at 6:00 P.M. Roll call vote:  Yeas 4, Nays 0, Abstain 0, Absent 1.  Motion carried.  

     Motion by Councilwoman Kinn, seconded by Councilwoman Dickey to adjourn. Roll call vote: Yeas 4, Nays 0, Abstain 0, Absent 1.  Motion carried. Meeting Adjourned.
