Town Council Meeting Minutes
August 2, 2021
The Mayor & Town Council met on said date in a Regular Session at 6 P.M. in the Pollock
Municipal Building Council Room, Pollock, La. The following members were present:
Mayor Douglas Beavers, Councilwoman Cynthia Dickey, Councilwoman Misty Kinn, Councilman Mike Cryer, Councilman Carroll Cathey and Councilwoman Dee Thorne.
Mayor Beavers called the meeting to order by leading the "Lord's Prayer", followed by the Pledge of
Allegiance led by Councilwoman Kinn.
Mayor Beavers welcomed guests.
Meeting opened for public comments or questions from anyone in attendance.
Chief Chris Paul asked to speak at this time and informed the council that during the last month his office had collected school supplies for local schools to have and use for children in need of supplies. He had a young man, Lucas Dauzat and his mother who had made several donations during this time and wanted to recognize Lucas for his willingness to share and help others. Chief Paul presented Lucas with a gift card to purchase something for himself since he had been so generous to others. Lucas, according to his mom, was always excited to go purchase supplies to donate and to be able to help others. THANK YOU, LUCAS, for being a great citizen!!
Motion by Councilwoman Kinn, seconded by Councilwoman Thorne to approve the monthly Meeting Minutes of July 5, 2021. Roll call vote: Yeas 4, Nays 0, Abstain 1. Motion carried.
The Town Engineering Firm, Pan American Engineers, was unable to attend the meeting due to covid. The mayor gave a brief update on the town wide street overlay project.
The Exploratory Advisory Committee for Foster Park was present. Some information was presented to the council which the committee had spent hours researching and collecting to help the council with a decision as to what type of equipment would be best for the park and the cost of said equipment and installation of the equipment. After much discussion, concerns and questions the committee was thanked for their time and efforts.
Motion by Councilwoman Thorne, seconded by Councilwoman Kinn to table any further discussion on the proposed renovation to Foster Park. Roll call vote: Yeas 5, Nays 0, Motion carried.
Town Attorney, Mr. Greg Jones gave a report on the mask mandate associated with COVID-19 effective August 4, 2021, until September 1, 2021, for ages 5 & up with the following exceptions: being outside, medical reasons, eating, communication disorder or athletes participating in athletic activities. He also introduced the proposed amendment to the ordinance prohibiting the keeping of livestock within the corporate limits of the Town of Pollock. Mr. Jones gave the reason for the amending of the ordinance referring to the ongoing problem with a particular situation concerning livestock being kept in an area in the town limits and the odor caused by the livestock and the complaints received concerning this situation and the repeated offenses made by the individual keeping the livestock.
Motion was made by Councilman Carroll Cathey, seconded by Councilwoman Dickey to amend the ordinance prohibiting the keeping of livestock within the corporate limits of the town of Pollock. Roll call vote: Yeas 5, Nays 0, motion carried.
Motion was made by Councilwoman Kinn, seconded by Councilwoman Dickey to present a
proposed amendment to the ordinance regulating animals within the Town of Pollock at the August 2021 meeting at a public hearing at 5:45 P.M. Roll call vote: Yeas 3, Nays 0, Absent 2. Motion carried.
Chief Chris Paul gave a report concerning the Town of Pollock Police Department. He informed the council that the new vehicle purchased by the police department was almost ready to be put on the road. Further business to discuss for his department was that one of his officers had been given a great opportunity in a neighboring town and would only be here in a part time capacity until the chief could find a replacement. Chief Paul also reported that during his recently attended conference for the Louisiana Association of Chiefs of Police, he had been nominated and elected to be Seargent at Arms for the Association for the next year. Congratulations Chief Paul.
Councilwoman Kinn inquired about the basketball court and the reopening of the court, and the mayor stated that the court would be opened back up by the end of the week. She also requested an infrastructure “field trip” for the council members, given by the water/wastewater supervisor, Matt Dezendorf. Mr. Dezendorf agreed to give the members of the town council a tour at their convenience. Councilwoman Kinn also had overseen “Yard of the Month” while Councilwoman Thorne was unavailable. The Yard of the Month was awarded to Jennifer Peckmore on Hickory Street.
Councilman Cathey requested possibly having updated measures for live streaming the monthly meetings and recommended having the town’s I T person present the council with some information and ideas in that department.
Councilwoman Thorne wanted to thank the Foster Park Advisory Committee for all the hard work on collecting information for the council and donating their time to help the town. She also thanked everyone for their prayers concerning her health as well as her husband’s.
Mayor Beavers wanted to discuss the idea of dedicating and naming the Town Hall Building if the council agreed.
Motion was made by Councilwoman Thorne, seconded by Councilwoman Kinn to add to the Agenda, the Discussion of the dedication and naming of the town hall. Roll call vote: Yeas 5, Nays 0, motion carried.
After some discussion the mayor presented the council with what he believed would be an appropriate name for the building. Considering the time, effort, and love that the late Mayor Jerome Scott had for this town and this building, Mayor Beavers recommended naming the town hall “THE JEROME F. SCOTT MUNICIPAL BUILDING”.
Motion by Councilwoman Kinn, seconded by Councilwoman Dickey to name and dedicate the town hall, “THE JEROME F. SCOTT MUNICIPAL BUILDING”. Roll call vote: Yeas 5, Nays 0, Motion carried.
The date and time for the dedication will be announced later once decided upon.
Motion by Councilwoman Kinn, seconded by Councilman Cathey to adjourn. Roll call vote:
